ED Consult visits

If a Hospitalist is consulted in the ED to determine admission criteria and chooses to discharge the patient instead, does he charge an ED visit or an outpatient consult visit? I know ED's are treated somewhat differently. If an Observation is consulted it is 99201-99205. But what should an ED consult be?

The outpatient E/M codes are used, and depending on insurance it can be 99201-99215, 99241-99245.
